{"id":1971,"date":"2020-10-29T11:00:34","date_gmt":"2020-10-29T10:00:34","guid":{"rendered":"https:\/\/www.toxmate.fr\/?page_id=1971"},"modified":"2023-09-22T16:22:54","modified_gmt":"2023-09-22T14:22:54","slug":"cadre-reglementaire","status":"publish","type":"page","link":"https:\/\/www.toxmate.fr\/en\/cadre-reglementaire\/","title":{"rendered":"Legal framework [FR only]"},"content":{"rendered":"<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-medium-font-size has-very-dark-gray-color\"><strong>RSDE (Rejets de Substances Dangereuses dans l'Eau)<\/strong><\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-very-dark-gray-color\">The RSDE program is part of the implementation of the 2000 Water Framework Directive (WFD), which aims to improve the quality of the aquatic environment, in particular through the progressive reduction of emissions of hazardous substances. <\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p><strong>The different phases of the SRED program:<\/strong><\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-very-dark-gray-color\"><strong>RSDE 1 (2002 - 2007)<\/strong> The project is based on the analysis of discharges from more than 2,800 industrial sites and the preparation of lists of relevant hazardous substances by sector of activity. About a hundred substances are listed.<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-very-dark-gray-color\"><strong>RSDE 2 (2009):<\/strong> In a first phase of monitoring, operators were required to carry out analysis campaigns comprising six monthly measurements and covering substances likely to be present in the effluents of their facilities due to the nature of their activities. In a second phase, hazardous substances discharged in significant quantities or raising a problem of compatibility with the receiving body of water were to be monitored on a permanent basis and\/or actions to reduce their discharges were to be validated on the basis of a technical and economic study.<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-color has-very-dark-gray-color\"><strong>Ministerial Order \"RSDE\" of August 24, 2017: <\/strong>applicable as of January 1, 2018, it amends the provisions relating to discharges of hazardous substances into water from facilities classified for environmental protection (ICPE), adapting them to European requirements and incorporating the lessons learned from the RSDE 2<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft is-resized\"><a href=\"https:\/\/www.toxmate.fr\/wp-content\/uploads\/2020\/10\/guide_mise_en_oeuvre_am_RSDE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.toxmate.fr\/wp-content\/uploads\/2020\/10\/Guide-mise-en-oeuvre-RSDE.png\" alt=\"\" class=\"wp-image-1972\" width=\"135\" height=\"188\" srcset=\"https:\/\/www.toxmate.fr\/wp-content\/uploads\/2020\/10\/Guide-mise-en-oeuvre-RSDE.png 521w, https:\/\/www.toxmate.fr\/wp-content\/uploads\/2020\/10\/Guide-mise-en-oeuvre-RSDE-216x300.png 216w\" sizes=\"auto, (max-width: 135px) 100vw, 135px\" \/><\/a><\/figure><\/div>\n\n\n\n<p class=\"has-text-color has-small-font-size has-very-dark-gray-color\"><strong>Guide to the implementation of the regulations applicable to ICPEs regarding the discharge of hazardous substances into water   <\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>RSDE STEU 3 :<\/strong> The 3rd national campaign to measure micropollutants in urban wastewater treatment plant discharges (RSDE STEU) took place between 2017 and 2020.
