RSDE (Rejets de Substances Dangereuses dans l'Eau)
The RSDE program is part of the implementation of the 2000 Water Framework Directive (WFD), which aims to improve the quality of the aquatic environment, in particular through the progressive reduction of emissions of hazardous substances.
The different phases of the SRED program:
RSDE 1 (2002 - 2007) The project is based on the analysis of discharges from more than 2,800 industrial sites and the preparation of lists of relevant hazardous substances by sector of activity. About a hundred substances are listed.
RSDE 2 (2009): In a first phase of monitoring, operators were required to carry out analysis campaigns comprising six monthly measurements and covering substances likely to be present in the effluents of their facilities due to the nature of their activities. In a second phase, hazardous substances discharged in significant quantities or raising a problem of compatibility with the receiving body of water were to be monitored on a permanent basis and/or actions to reduce their discharges were to be validated on the basis of a technical and economic study.
Ministerial Order "RSDE" of August 24, 2017: applicable as of January 1, 2018, it amends the provisions relating to discharges of hazardous substances into water from facilities classified for environmental protection (ICPE), adapting them to European requirements and incorporating the lessons learned from the RSDE 2

RSDE STEU 3 : The 3rd national campaign to measure micropollutants in urban wastewater treatment plant discharges (RSDE STEU) took place between 2017 and 2020. Six series of inlet and outlet measurements were carried out for 96 substances at plant inlets and 89 substances at plant outlets at plants of over 10,000 Population Equivalents located in mainland France.
